Updating R to version 3.6.2

I would like to test out the apps with the same version of R that I am using on my computer. Details below. I would like to test this on the review branch first to see that it does not cause any problems. When that is confirmed, I would like to implement it on the preproduction and production versions. Would that be possible?

Platform: x86_64-pc-linux-gnu (64-bit)
Running under: Ubuntu 18.04.3 LTS```
